How to Map Workflow Capability and Govern Agent Deployment
Deploying agents without assessing workflow readiness puts automation in the wrong places and leaves human bottlenecks in the right ones. This playbook gives you a structured approach to categorizing workflows by agent readiness, identifying where human judgment adds irreplaceable value, building lightweight governance, and creating progressive automation plans that sequence deployment by risk.

Developing Start here. Build the foundation.
- Map every workflow in your domain that agents currently touch or could touch. For each workflow, assess readiness using three criteria: data availability (does the workflow have structured, accessible data?), decision complexity (how much contextual judgment does each step require?), and error tolerance (what happens if the agent gets it wrong?). Classify each workflow as agent-ready (low complexity, high error tolerance), agent-augmented (medium complexity, agent assists human), or human-only (high complexity or low error tolerance). Document the classification and the reasoning.
- For each workflow you classified as agent-augmented or human-only, identify the specific steps where human judgment adds irreplaceable value. Be precise: not 'the review step' but 'the review step where the analyst checks whether the recommendation accounts for the customer's contract history.' These pinpointed judgment moments are your anchors. Everything around them may be automatable, but these steps require a human for the foreseeable future.
- Create a one-page inventory of every AI tool and agent currently deployed in your area. For each entry, document: name, what it does, what data it accesses, what decisions it makes, who deployed it, and who is accountable for its outputs. If you discover agents that nobody can fully describe, those are your highest-priority governance gaps. Commit to refreshing this inventory quarterly.
Proficient Build consistency and rhythm.
- Design a lightweight agent registration process that every new deployment must complete before going live. The process should capture: purpose, data access, decision boundaries, monitoring plan, and accountable person. Keep it to a single form that takes no more than 30 minutes to complete. Pilot it with the next 3 agent deployments and gather feedback on whether it captures the right information without creating friction that drives teams to deploy agents informally.
- Conduct a regular AI tool and agent review. Every quarter, compare your inventory against actual agent activity. Identify agents that have expanded beyond their original scope, agents that are no longer in active use, and new agents that were deployed without going through registration. Each of these patterns represents a governance gap. Address the gaps and update the inventory. If more than 20% of agents were deployed without registration, your process needs simplification.
- Build a workflow readiness reassessment cadence. Workflows that were classified as human-only six months ago may now be candidates for agent augmentation as AI capabilities improve. Workflows that were agent-ready may have become more complex as edge cases accumulated. Review your workflow classifications every 6 months. Update the classifications based on current evidence rather than the original assessment.

- Create progressive automation plans for your highest-value workflows. Instead of moving directly from human-only to fully automated, design a phased approach: Phase 1, agent observes and suggests while human decides. Phase 2, agent handles routine cases while human handles exceptions. Phase 3, agent handles all cases with human oversight on a sampling basis. Define specific graduation criteria for each phase transition and make graduation an explicit decision with stakeholder input.
- Build a cross-functional governance board that reviews agent deployment decisions for workflows that span multiple teams. When an agent's actions in one workflow affect outcomes in another team's workflow, governance cannot be siloed. The board should meet monthly, review new deployment proposals, examine cross-workflow impacts, and resolve governance conflicts. Keep the board small, no more than 5 people, to maintain decision speed.
- Develop organization-wide metrics for agent deployment health. Track: percentage of agents registered in the inventory, percentage of workflows with current readiness assessments, time from deployment request to approval, number of agents operating beyond their documented scope, and incidents traced to governance gaps. Report these metrics quarterly to leadership. Use them to demonstrate the value of governance and identify areas where the governance framework needs to evolve.
