Exit Firefighting Loops by Installing Owners
Every operation has problems that recur, and most COOs are the standing fixer for several of them. Each loop feels efficient in the moment, because the COO resolves it fastest, and costs a fortune in aggregate, because it anchors the calendar to the operation and teaches the organization to wait for the chief. Exiting these loops is not about handling today's fire better. It is about making sure the same fire has a different owner next time, permanently.

Measurable Behaviors
Behaviors are optimized to be directly observable for evidence-based skill tracking.
Give new recurring problems a standing owner immediately
Assigns an owner at the first repeat of any new problem, before fixing it personally a second time.
Install a named owner for each recurring firefight
Appoints a standing owner with the authority the loop actually requires, announced to everyone who used to bring it to the COO.
Log recurring problems you personally step in to fix
Records each pull-in with what it was, why it reached the COO, and the time it took, so repeats become visible.
Remove yourself from forums the owner now runs
Leaves the meetings, channels, and lists where the problem lives, with the reclaimed time visible in the next audit.
Track whether handed-off problems stay solved
Checks each handed-off loop on a cadence and fixes the installation, not the problem, when one bounces back.

Mastering the Firefighting Exit
A proficient COO can produce the list of problems they personally used to fix and show, for each, the standing owner who runs it now and the evidence it stays solved. They are absent from the forums those problems live in. New recurring problems get an owner on arrival instead of accumulating around the COO by default.
