Pressure-testing is what earns an initiative its confidence, and it does that while the plan can still change. You list the assumptions the case depends on and gather evidence for and against each, compare the plan against credible alternatives including doing nothing, and name what it displaces before requesting resources. Assumptions and trade-offs are far easier to examine now than to discover live, and kill criteria agreed up front let the initiative be stopped on evidence rather than sunk cost.

States what will stop, shrink, or wait when the initiative needs people, budget, or attention already committed, rather than assuming capacity appears.
Set kill criteria and publish the decision record
Agrees the dated conditions that would kill or redirect the initiative and publishes the reasoning where colleagues can challenge it.
