Examine the Work Environment Before the Individual

Checking the environment first finds the cheap, common causes before money goes toward the expensive, rare ones. Confirm the person was told what good looks like, that feedback reached them close enough to the behavior to act on, and that tools, time, and process allowed it, before considering a skill or motivation explanation.
